麻生太郎首相は８日、自民党本部で開かれた両院議員総会に出席し、民主党政権への移行に伴って１６日に内閣総辞職をする際、党総裁も辞任する考えを表明した。
同党は同日の特別国会で実施される首相指名選挙に総裁不在で臨む。党執行部が麻生氏批判に配慮し検討していた白紙投票は総会で認められず、元農相の若林正俊両院議員総会長（参院議員）にそろって投票することで意見集約した。結党（５５年）以来、自民党が首相指名選挙で参院議員に投票するのは初めて。総裁以外の議員への投票も異例だ。
麻生氏は総会で「首相指名選挙には党がまとまって対応することが最も大事だ」と述べた。
総会では、総裁選の「１８日告示、２８日投開票。国会議員票２００票、地方票３００票」も了承された。
細田博之幹事長ら党三役は新総裁選出まで職務にとどまる。

若林が支部長を務める自由民主党長野県参議院選挙区第一支部が、国から公共工事を受注している建設会社から参議院通常選挙投票日直前に寄附を受け取っていたため、公職選挙法違反が指摘されている
同支部が提出した政治資金収支報告書によると、同支部は長野県長野市の建設会社から2004年7月9日に25万円の寄附を受領している。
しかし、第20回参議院議員通常選挙の投票日は2004年7月11日だった。
